DinersClub application process seems to have resumed. HDFC is promising ringback to interested applicants.
Upgrade offers can be anticipated pretty soon.

The LTF-hunters should go with Diners Club Privilege and spend 1L in first 90 days. Avoid Intermiles-Diners, or DCB if you averse to paying fees.

According to Pranav over at CardInfo, the answer to your second question is YES.
First one seems to be a no, at least not for DCB. Upgrades are possible for sure.

In all possibilities, DCB will not come for another round of LTF upgrade offers anyday (it was once-in-a-lifetime event that came on 9th Jan 2021 amidst the COVID downturn).
So, a fresh application is not counterproductive at this stage. In either case fresh or upgrade, it would be a paid card in all probabilities. So, nothing to lose. Try your luck.
If fresh application gets approved, that’s a win. If not, you still have a chance for future upgrade. A CIBIL query is the only disadvantage with a fresh application. Not a deal-breaker.

DC privilege is better, IMO. In fact, anything is better than Regalia under current offerings. Regalia is a faint shadow of its former self.

So to take up 2 card from hdfc u need first to have a diner and quote its low acceptance for 2nd card
but i have regalia VISA and cant go that route

You can go the other way round by asking them to upgrade Regalia to DCB and letting you keep Regalia due to low acceptance of DCB.
I received millennia dinners club international. Tried two payments, one to pay municipal taxes and other to pay Tata AIG car insurance, at both the places dinners was not accepted online.

You can ask them nicely once you have 10L+ limit that diners isn’t accepted widely and you have trouble using it and they’ll split the limit in 2 cards: dcb and infinia

Once Limit Splitting is done and Infinia is issued , will HDFC charge for Both the Cards ?
In 1st scenario if Someone had DCB LTF initially , how much one needs to pay for holding both the cards ( Diners and Infinia ) after Limit Split.
2nd Scenario if Someone Initially Held DCB paid , How much He needs to pay for both cards , @vimalbpatel82

Thanks for sharing the link , However I feel either they have changed the condition for making diners LTF or missed to mention in this link , What I heard earlier was that Diners can be made LTF by spending 3 Lakh or may be 6 Lakh in 30 or 60 Days

Haven’t had a personal experience on this but afaik you only need to pay for dcb.

No personal experience bro, but I have gone through lots of comments on the cardexpert.in, and most have mentioned that your first card, ie. DCB will remain ltf/paid as it was previously, but the next card, ie. Infinia that will be given will be a paid variant in nearly all cases (unless you are some exceptionally high HNI and all).
@demerius2020 Never heard anyone getting a second card from existing Regalia; It’s mostly from DCB to DCB+Infinia.

Yes. The previous card can be revived till 28 days from upgrade. You may ask them to maintain both. Unleash your hidden talent of doing negotiations.

expect no lft for time being from hdfc for dcb and infinia
Anyone application getting processed ?
i am having DCB LTF with limit 2.6 lac limit (it was reduced from 5.8 to 2.6 post covid 19). any chances i can get infinia as extra one?

I’m not quite sure how it came about either.
Nevertheless, here is the updated table for LTF/FYF criteria for HDFC cards. DCB has been kicked out of the lot. No matter how much you spend, it doesn’t get LTF.
