According one of the email they sent to me, there was a scheduled maintenance on 4th June, should have been restored by now.

I'm unable to create new card on HDFC Netsafe. I'm getting error "The bank system is down at this time. Please try again after some time" after putting the OTP. Is anyone else facing this issue?

Try enabling international transactions and they try creating a virtual card. It worked for me
