HDFC/PayZapp using bogus MCC to bypass cashback

I recently opened my salary account with HDFC. I hold a HDFC platinum debit card. For the past few months I had been paying my electricity bill on PayZapp using HDFC platinium debit card. According to HDFC platinum debit card’s website, the debit card provides 1% cashback for utility bill payment (MCC 4900)
After not receiving 1% cashback for 2 consecutive months on my debit card for paying my electricity bill payment, I contacted HDFC customer care. They mentioned that paying electricity bill payment on payZapp comes under MCC code 7296.
The description of MCC code 7296 is “Clothing Rental–Costumes, Uniforms and Formal Wear”. This is so baffling. How the electricity bill payment doesn’t come under utility but under clothing category. This seems like a deliberate attempt from HDFC/PayZapp to bypass the 1% cashback for utility payments.
Is there anything we can do? Complain somewhere?

and next time they can say – no 2 offer can be combined 
You can complain but very low chances of success, Payzapp is a uniform payment gateway used for not just bill payments so difficult to technically sub-categorise the MCC codes. You are supposed to pay utility bills via hdfc billpay for getting this 1% cashback(preferred) or via bill provider’s own site.
