Hello,
My Swiggy credit card bill is due and i have received cashback after 2-3 days of statement so do i need to pay the full statement amount or amount excluding cashback?

Yes it is considered as payment !!
If you had 1000 as payable amount and receive 300 as Cashback and 200 as minimum due, that will be considered as 300 payment and Minimum cleared but it is always advice-able to pay full minus cashback.
No you should pay the full bill amount. Suppose you send on Aug and your bill generated on 31st Aug. Your cashback for statement cycle of Aug will be credited on 1st or 2nd Sept. You have to pay complete bill amount. Cashback is not considered as payment. Same applicable for Millinea as well.

The above RBI Circular says
Any credit amount arising out of refund/failed/reversed transactions or similar transactions before the due date of payment for which payment has not been made by the cardholder, shall be immediately adjusted against the ‘payment due’ and notified to the cardholder.
So for refunds etc, you can pay the partial bill though I still won't advice it since the bank still might levy late fee and then you have to reach out to RBI Ombudsman. But it doesn't say anything about the cashbacks. Also, banks always says that the cashback will be adjusted in the next statement. So just pay the full amount for peace of mind, unless you can find it in writing in their MITC that you can pay the partial amount (which I'm sure that you won't).
Most banks ask not pay the refund amount if I get refund before the due date. I paid outstanding minus refund for HSBC and Yes bank no issue.

but many dimers said I was wrong:) and proved that SBI cashback card works in the opposite way
kinda SBI Cashback card is the only card exception to this RBI rule at this moment i guess
