Help me to get my refund of Rs 19131 from Flipkart for MI TV for which I paid from my credit card. Order cancelled account blocked still no refund.

I have placed the order in October at my friend’s address but product didn’t get shipped on repeated enquiry from Flipkart I got following reply.
“We’d like to let you know that your recent order has been cancelled as our systems have observed a trend in your purchase history that suggests that the items you’ve purchased are usually not intended for personal use. This would also mean that you will no longer be able to login to your Flipkart account.”
Every time I asked for refund Reference no as I have paid through Flipkart axis bank credit card I am getting same reply copy pasted.
I have even tried through email, phone and Twitter nothing worked.
Kindly suggest me way to recover my Rs 19131 from Flipkart

How to raise this ?
Raise a chargeback with bank and if doesn’t work raise a complaint via RBI Ombudsman

Most of the banks are supporting this through their App.

Which bank card is this and do you have Bank account with them also ?
Axis bank Flipkart card. Yes I have bank account with them
Also if you are okay to share then please post what list of the orders that made Flipkart do this to you? Regular same product bought? More returns? Reseller? What do you think the reason might be?
Regular same product was bought 3 times in last one year
My Charge back request for this is denied by Axis Bank.
Bellow is the message
“Your SR no XXXXXXXXX for unauthorised transaction on Card no. XXXX was declined. Temporary credit, if any will be removed. Pls make payment to avoid charges.”
DIMERS suggest me the further action
Raise a compliant with RBI.
