Help Required About Standard Chartered Credit Card

One of my relative was not so savvy about credit cards.
So one agent took advantage of it and applied Standard Chartered EaseMyTrip credit card for him.
That uncle had very good credit score as he had gold loans and peronsal loans and a sbi credit card user for a long time. (He only knows how to use that credit card only)
Now unaware of the joining charges he kept ignoring the statements as he thought he never activated or purchased using the credit card so no affair of paying any bill.
Now after 3 consecutive months default, recovery agents are coming to his home.
Told him to check his credit score, it's now 650.
Now my query is that...
1) Should he pay the amount ?, which has accumulated till now? (nearly ~3500 rs.) and forget about the credit score for upcoming 4-5 years?
2) Should he approach ombudsman for it? As he never activated the card yet he got charged. ( https://www.business-standard.com/article/pf/to... ) And his cibil is also spoilt now. But I guess if he approaches this way, it will take more time and till then more damage will be done. And there's no surity it will ever be solved or not.

Uncle gave all details including pan Aadhar etc required for CC application, right, so he was aware... Else how come he got card in first place ? Why didn't he approach the agent when he got bills? Damage could have been far lesser instead of his petty ignorance...
Now better pay for the ignorance and strike a deal with sc or agents that he'd pay but cibil report be called back else he'd approach ombudsman...
he was unaware of card fees., this might b a mis-selling
if no trans. is made from card till yet, it can be closed easily without paying anything.
It depends on T&C, if card has been activated in any way then issuance/joining charge will need to be paid even if card is not used for anything.
I heard SC's PNO or RNOs are also very non-supportive.
