I am looking for a card that can give maximum cashback on offline purchase and bill payments.
How to get ACE credit card?
I don't see any option in Google Pay.
Is there any other card recommended?
Try asking cc if you already hold any axis card

I got axis ace offer on gpay recently after a long wait. Don't plan to take it as I recently took airtel axis cc which offers 10% on zomato swiggy compared to 4% of ace. Already have other cc for 1% on other spends so just 1% advantage on ace. Further LPG is also 10% on airtel axis compared to 5% of ace. The only advantage I see is 5% on mobile recharges. Opinions?

Don’t look for opinion, since you are already happy with what you have.
For example I like having fk axis as it still gives 1.5% on government fees (NPS, tax etc) which ace doesn’t. Also offline it gives 1.5%, my offline cc txns are too less as most super markets have gv options. even bills are paid by amazon pay balance which is already 7% off, so I am happy to not have ace and don’t even care at this moment.

I use sbi cb card to buy agv from sbi gyftr portal where it is 2% off and 5% cb comes on the cashback card.
At HDFC smartbuy One can use:
Millennia DC to get 5+5-1.25 % for AGV via HDFC smartbuy.
Infinia @ 16.66-1.25 %
etc...
Basically even if one uses whatever options he has to get amazon gv cheaper, it comes to better discount for billpay than ace.

Prepaid recharges yes.
For fastag, I am not sure for other banks, icici fastag does give an option with some minimal charges for using amazon pay, still will be profitable via amazon pay.
I use apay bal for electricity bills, mobile recharges, DTH, train tickets, life insurances, health insurances etc. Even pay aquaguard amc using apay bal. Its a nice option available in most places.

I have been thinking about sbi cb card for a while now. Didn't bother as I had millennia and amz icici for the specific spends. But sbi cb seems better now that it's ≈7% for amz and 5% for all online. Thanks
Edit: Something to note is that Infinnia would be on specific redemption option, so not directly comparable.

Yes you are correct but still if you can't use on travels and half it for regular agv redemption, then also it will come to 7% discount.
My comment was basically to say.. why think of ace while there are loads of other options. Just use whatever you have best in hand.
I had Ace but it was closed for commercial reasons. Not logged to wife's axis Bank mobile app and boom Ace is available for her. Lower limit but will be beneficial for me.
I am not sure what is Google Pay or axis algorithm for ace cards.

I buy the GV from amazon whenever I am at stores like Spencers or more or shopper stop or pantaloons or trends or Bata etc. I hope you get the idea.
As already mentioned, in smaller shops I do use fk axis card which gives 1.5%
