How 2 same offers in 2 different credit cards?

Hello dimers
In SBI Master Card I have the following offer,
another dimer is having it in Axis VISA card
same offer in 2 different bank cards and different networks? is this possible at the same time?
(though it seems user specific offer)
i would like to figure out how this offer is given, any speculation please do comment

Amazon tie up with both SBI, Axis and other banks what is so surprising? user specific includes 1000's of users not just you.

Guess 1 : They might be offering the offers on a international visit to the same destination, which means they are sponsored by that/those specific countries to attract indian tourists.
Guess 2 :There is high earning to banks on foreign withdrawal like transaction fee , currency conversion fee , atm fee so the bank earns more than 1000 by giving such offers. And this could be decided by a meeting of the banking alliance or partners.
Guess 3 : An employee who earlier worked with SBI or Axis switched to another employer Axis or SBI and knew that this offer was used by several customers and through which banks might have made profits and that employee shared this idea.
