1) since scammer call from sim ,why cant cyber crime block sim and adhar since every sim is linked with adhar
2) all money can be recovered if otp scam happens?

Aadhar is not mandatory for sim. People now having habit of giving aadhar everywhere. I never used aadhar except linking with pan card. Sim, DL, passport, rc registration, vaccination, sbi bank account etc all done with voter ID only.

Yesterday i visited Airtel store.. and they told me you can't get Airtel sim card without aadhar...got sim card with aadhar number..
BONUS: today i registered in Airtel app..and it's showing Airtel payments Bank,they opened without my consent 😭😭
PS: 2 Year's ago they did the same thing..i have closed that account..but now they opened it again..

The whole system wants you to give aadhar, but you can get possibly everything without it, need to take a strong stance, if the store denies, ask the manager for his name and shoot a mail to nodal officer
Ideally you should also escalate your current case to rbi and airtel nodal, it's unethical to be opening bank accounts like that. I think their license got suspended earlier also for similar acts

In remote rural areas there's no rule of law in India. Govt is not able to collect enough taxes to develop a strong law enforcement infrastructure in remote rural areas. police, courts, income tax raids exist only in urban areas and do not have enough resources to reach every part of the country.
Technically all online frauds can be tracked and reversed if bank account are opened based on genuine IDs, mobile sim cards are issued on genuine IDs. However it is not possible in remote areas to verify the authenticity of any document including aadhar, so anybody can have bank account or sim card based on fake documents.
If you are not well acquainted with online transactions and it's risk, better avoid it.

Did you give your pan number? Without a pan how did they open bank account?

As adhar - pan linking is made mandatory now, is it worth fighting for not giving adhar? I mean may be yes to prevent aeps frauds etc. But to what extent, sooner or later scamsters will find a way to get adhar from pan as it'll be linked! & then misuse both!

I simply ask for any such circular where it clearly mentions that Aadhaar is Mandatory and only documents to be used.
Then they simply come up with non sense excuses and slowly start to agree to documents like Driving licence, Voter etc.

Yes bro, I agree.
But still it's better not to be giving aadhar to every company since it can be misused, we can atleast try to lower risk from our side.

There should be a System or Portal just like Aadhar for the Authentication History of PAN.
Where our PAN Card has been used?
