Dukto. Dead simple to use. Only drawback being transfers pause if it’s relegated to the background or screen is turned off. (Also works over USB, if USB Tethering is enabled, which is noticeably faster ofc) Slower than FTP based ones.
Several apps support file transfers over FTP. Wifi FTP Server or built-into file explorers like Solid File Explorer etc.

If you have a OTG Pendrive or memory card then that will be easy if your tab supports it.
Else try with a win10 pc or laptop if you have any nearby and transfer via pd.
If data is not too much cloud is also a option it will be secured for future also.
Else go with options given by @LIMBO
You can also try hp support assistant that might help with drivers.

i did not fully understand the last part of OP (what is banned🤔.. for one to transfer from one’s own devices).

not aware of Windows 10 or other OSes but in Win7, for the screen to not get paused/ machine not to go in sleep mode or scrern saver..
.. during any critical or time consuming stuff (defrag)..
i would simply open any small animation or gif in any viewer that allows loop playback. VLC media player works. and move the screen as far as away from the viewable ‘desktop’ as possible.
it would make the system keep the screen “ON”.
although back in the day of separate monitors, i did sometimes manually shut the monitor to avoid panel/pixel burn issues.
Large capacity drives with too many files or AV scans, data back-ups often took 5-6 hours also.

If your tab support micro sd card then put sd card into tab, copy all data that u want to transfer, eject it and put that card with card reader into your pc and paste all the data there.

The issue is in the Android app not with the Windows one. Dukto is FOSS but hasn’t seen an update in years. A Linux client also exists.
Otherwise Nitroshare, Trebleshot, Easy Join etc also work well but a little more in the way of initial setting up is needed.
