GOI has launched Central Equipment Identity Register which checks the IMEI number of a phone.
Visit https://ceir.gov.in/Device/CeirIMEIVerificati...sp to check whether the IMEI number is valid or not.
OR
SMS “KYM <15 digit IMEI number> from any device to 14422
There’s an official Android app called “KYM – Know Your Mobile” for the same purpose

Who reports a IMEI stolen? Police? Instead they would have enabled the concerned authorities to track the device efficiently and return to its owner.
I remember there is already some system in place which validates a phone and its IMEI, I mean one can find the device model given a valid IMEI. And there are these experts who change IMEI and sell the device in grey market.
