ICICI CC query? Refund not considered as payment due- Charging late fee

The title may look like bullshit but its true and i never heard this so far that a refund for the amount from current statement is considered not as payment and considering it as payment ,i paid reminder by due date and icici is charging me like 500rs in past 3 months for not paying the same as i was mailing them to clarify this to get clear answer.
can anyone give me their contact number or escalation matrix to reach so that i can claim my late charges reversed..
How credit card companies are cheating? even if i pay the payment amount it will be extra credit amount on top of my credit limit ..

merchant refund are credited in next billing cycle you have to pay amount of bill

It’s clearly mentioned in statement that merchant refund will not be considered as payment and it will adjusted in next billing cycle.

They are following the same cheating policy.
Iwill make a complaint with RBI,...whoever pay they have received their money before due date it's cheating only
