In indie what is the best way to raise complaint if gems are not received for bill pay transaction ? I have done 10 transaction of 500 each in different merchant but got only 400 gems

In credit card category 150 per month from now on. Policy changed. That 50/unique biller i.e. credit card issuer must be unique.
