It's just a collection of already leaked/hacked databases. Most of it is listed on HIBP, and many would be freely available on the dark web. Although few sources seem to be new, so maybe those are not public yet, or could be in-house data leaks.
Data privacy is just a sad affairs here, considering that Aadhaar biometric itself was breached in past.
What is HIBP?

Must be enjoying some political support. ED, Intelligence bureau, CBI etc - all such institutions are no longer independent now. They are already fully occupied in eliminating the political opposition, no time for common public. A scenario we only chose to live in.
NETFLIX, YOUTUBE, WHATSAPP, AMAZON,Instagram - Tech Giants cant able prevent data from hackers then what can we expect from Indian Government Websites like GST, RTO

9to12th class children data is very important. That is where we can influence and get the gullible votes by charcha, them being first time voters in the coming years.

Navigate here: https://haveibeenpwned.com/PwnedWe...es and you can see all known public data breaches. Search with the keyword "India" in that page, and you will a bunch of our Indian breaches... and this is just a limited known public ones, many times a lot of them get leaked, but remain in dark, or may their authenticity can't be verified (Mobid*ck was breached last year, and all it's data was dumped in public, but they kept denying it. Same goes for Byju's, our Aadhar bio-metric DB, and the list just goes on and on)
Nothing new. Had already seen humongous aadhar card data and many serious personal data up for sale in 2018-19 in sting operations by a few real journalists.
Funny enough, the culprits were not caught and the news was subdued.
