You may try International roaming on the number, if cheaper for the usage you expect instead of buying International Sim

Your query (or queries) are not fully clear.
1. If you want to call their Indian GSM number, they need to have roaming 'active'.
Then too, I daresay if any local operator gives unlimited incoming calls in international roaming for their value packs.
Your call would take away the limited minutes they would have.
2. Whatsapp calling will work just fine. They would easily get complimentary or public wifi at public places, hotels, cafes.
3. Are you trying to find ways for making cheap international calls? Assuming they do take a local GSM number?

Getting a sim here is pretty easy in the Netherlands and without any document, just get any (such as Lebara), top it up with sim-only prepaid plan and it will cost around 115-20 euros for a month with free international calling and 5-10GB data
Incoming/outgoing to Indian number, if it's jio is Rs 2 per minute, direct deduction from balance, else do any international rc which will make it to 1 per minute
