IRCTC Rupay card on IRCTC tourism website

Can anyone who has IRCTC Rupay card of sbi enlighten if the 10% vale back is applicable on booking Bharat Gaurav trains ? And if 1% transaction fee waiver while booking the same?
I tried to contact sbi but didn't get any clear info.
