Is Gurugram really this good?

So obviously I know that Delhi has some really sought after localities https://financialexpress.com/life/lifestyle-indian-billionaires-who-own-luxurious-houses-in-delhis-poshest-area-lutyens-gautam-adani-to-anand-ahuja-3606252 where the crème de la crème want to have a residential property.
But this recent news, of Mr. Rishi Parti having paid around ₹13.3 crore rupees as the stamp duty, for the property in DLF Camellias, Gurugram
got me thinking.. if one has spare ₹190 crores for a luxury property, then why would one want to be in Gurgaon!
Or am I missing something here? and Gurugram actually IS the destination to be in for the foreseeable future?
