is there any terms in OYO CAMPAIGN from 16-22 feb?

I called oyo customer service they are telling that you are not eligible because 1st 10000 got ₹100, and the next 50000 got ₹50, you are not eligible .
Is there really any terms that only next 50000 will get ₹50?
please help.
