Is this green tea bad?

I ordered tulsi green tea bags of organic India. But all the bags have fine dust / powder, which also goes into the nose.
Is there something wrong with these tea bags? Other green tea variants never leaked such dust / powder.

That clearly shows its adulterated. Just complain to customer support of the brand
