Uttarakhand Imposes One-week Complete Lockdown From 11 May

The Uttarakhand government decided to impose a week-long ‘COVID-19 Curfew’ across the state starting Tuesday, 6 am on May 11 to 6 am on May 18 as cases continued to rise across the state.

During this time, shops selling fruits, vegetables and dairy items will remain open from 7 am to 10 am, while shopping malls, market complexes, gyms, theatres, assembly halls, bars and liquor shops will remain stay shut until further orders.

Uttarakhand government decided to impose a week-long ‘COVID-19 Curfew’ across the state starting Tuesday, reports news agency ANI. State Cabinet Minister Subodh Uniyal said the curfew will remain in force between 6 am on May 11 and 6 am on May 18.

Essential services will be allowed during this period, he said. Interstate travellers will now have to produce negative RT-PCR result not older than 72 hours and will have to register themselves on the Dehradun administration’s portal, Uniyal further said. “People of Uttarakhand coming from outside will have to undergo seven-day isolation,” he added

Police to issue e-passes for entry into Andhra Pradesh from today, May 10

AP DGP Gautam Sawang on Sunday said that a pass is mandatory even for emergency travel and informed that they would start issuing e-passes for emergency purposes from Monday. He stated that those needing the passes can apply through the Police Seva app in their mobiles.

The DGP further said the State police will come up with modalities for issuance of e-passes to those who want to enter AP during curfew hours for their emergency needs. “We are getting a lot of requests and enquiries from the public through Twitter and our other helplines regarding the regulations for entering or travelling outside the State during the curfew hours from 12 noon to 6 am. In the wake of such requests, we decided to issue e-passes. We are framing guidelines to issue emergency passes and one can obtain them from the SP concerned. I also request the public to travel only if it is necessary and an emergency,” the DGP said.

Sawang said that the curbs on inter-state movements would continue until the government took a call on the matter. On Sunday, he made a surprise visit to Vijayawada and inspected the enforcement of partial curfew in the state. Pointing to the surge in Coronavirus cases in the state, he told the police not to brook any violations and let their guard down.

The DGP asked the people to follow Covid-19 safety measures without fail. Everyone should wear two masks and keep a sanitiser handy. He advised people to come out of houses only in cases of any emergency. Those suffering from Covid-19 symptoms as well as those in home isolation should avail of the services of ‘104’ and ‘108’ and access the government, he said.

On the Section 144 CrPC restrictions brought in place, Sawang said they would remain in force until further orders from the state government. Meetings and conferences of any political party would also not be permitted as long as the partial curfew was in force, he informed.

The DGP said that obtaining prior permission pertaining to any functions or celebrations from local authorities specified by the government was mandatory. He warned action would be taken against spreading false and unconfirmed news on social media. He urged the people to cooperate with the police in containing the Coronavirus spread in the state.

Maharashtra may extend the COVID-19 lockdown till May 31

As coronavirus COVID-19 cases are slowly declining in Maharashtra, state Health Minister Rajesh Tope has hinted that Chief Minister Uddhav Thackeray-led government in Maharashtra may extend the COVID-19 lockdown till May 31.

It is to be noted that Maharashtra government had imposed lockdown-like restrictions in the state from April 22 to May 1 to curb the spread of coronavirus and break the chain of transmission. The lockdown was later extended till May 15 owing to the huge spike in COVID cases and the rising death toll in the state.

It is now expected that the existing curbs under the ‘Break The Chain’ would remain in place till May 31 as the daily COVID-19 cases are still between 50,000 and 60,000 in the state.

“If the strict restrictions will be lifted then the situation may get out of hand once again. The government is geared up to tackle the third wave and is in the midst of ramping up the bed capacity, availability of Remdesivir and other medical facilities and also to achieve self-sufficiency in oxygen through Mission Oxygen. The government is also increasing the pace of vaccination,” Fress Press Journal quoted Tope as saying.

Tope, however, added that the situation will be reviewed by the government and a final call on lockdown extension will be taken after that. “The state government is stressing on tracking, tracing and treating COVID-19 patients to curb the outbreak,” Tope added.

Maharashtra: Ministers call for full lockdown in home districts to break Covid chain

The 7-11 am relaxation for people to attend to essential requirements is being perceived as a hurdle to curbing movement and breaking the virus chain.

Amid the Covid-19 case surge, cabinet ministers and elected representatives are mounting pressure on the district administration to impose a complete lockdown in their respective areas.

Deputy Chief Minister Ajit Pawar last week declared a complete lockdown in his home town and Assembly constituency of Baramati in Pune district. It came with a warning of extending these measures across Pune district.

The call for a hard decision was also voiced by Energy Minister Nitin Raut, the guardian minister of Nagpur. He said, “To tackle the spurt in Covid-19 cases, we have to ensure harsher restrictions like sealing our district borders. We will have to stop movement of people from other districts or states in the city and rural Nagpur. We will have to impose a complete lockdown for eight days.”

In Amravati district, District Collector Shailesh Nawal announced a complete lockdown for the next eight days. There was pressure from all political parties and elected members to clamp restrictions.

Although CM Uddhav Thackeray had announced restrictions on April 22 and extended them till May 15, the rise in Covid cases and increase in deaths have prompted the district leadership and legislators to seek stricter restrictions.

Minister for Water Resources Jayant Patil said, “The statistics emerging from our home constituency are alarming and we cannot negotiate when it comes to saving the lives of people. We have enforced complete lockdown for the next eight days in our district.”

“Partial lockdown has not helped in reducing cases. So we have to strictly implement total lockdown to break the chain,” Patil said. “The administration will ensure all essential services reach the people.”

In neighbouring Satara district, Minister of State for Home Sambhuraje Desai took to the streets to enforce lockdown.

Meanwhile, with the situation in Nashik district also causing concern, Minister for Food and Civil Supplies and Guardian Minister Chhagan Bhujbal advocated an extended lockdown. There were calls for complete lockdown in Beed, Latur and Aurangabad districts, too.

Earlier, Health Minister Rajesh Tope had expressed concern over high positive cases and deaths. “If the situation does not improve, we have to initiate stricter measures. An extended lockdown across the state beyond May 15 is under consideration,” he had said.

Telangana government announced a 10-day lockdown in the state, starting from 10am, May 12,

“All the shops and business establishments would be open during this four-hour period. For the remaining 20 hours, the lockdown would be strictly implemented. Only essential services would be allowed during the lockdown,” an official release from the chief minister’s office said.

In the wake of sudden surge in coronavirus cases, the Telangana government on Tuesday decided to impose full lockdown in the state from Wednesday, May 12, 2021. Notably, the full lockdown in Telangana will be imposed for 10 days to break the chain of the virus.

The cabinet, however, decided to give exemption to certain activities from lockdown. Works related to agriculture production and allied sectors and agriculture machinery, maintenance of rice mills and transport related to rice; transportation of rice to Food Corporation of India (FCI) warehouses; fertiliser and seed shops and seed making units shall continue during the lockdown period.

The cabinet also decided to continue paddy procurement without any hurdles during the lockdown period, in the interests of farmers.

Similarly, permission would be given to pharmaceutical companies, medical equipment manufacturing units, medical distributors, medical shops, all types of medical and health services and government and private hospitals to run their activity during the lockdown.

Employees and labourers working in these units and would be given special passes for attending to their duties.

At the same time, there would be no restrictions on essential services like drinking water supply and sanitation in rural and urban areas, power generation, distribution and their allied services, transportation of goods on national highways, petrol and diesel pumps on the national highways, warehousing and cold storage activities and print and electronic media.

Exemption would also be given to employment guarantee scheme works. The state government offices would run with 33 per cent staff. Similarly, banks and ATM centres would run without any restrictions.

With regard to marriages, the cabinet decided to allow them with prior permission, subject to the maximum attendance of 40 members. For funerals, a maximum of 20 persons would be allowed.

The cabinet decided to set up check posts on the borders of Telangana state. Public transport like the RTC buses and metro trains would be available only from 6 am to 10 am. The ration shops also would be allowed to run during this four-hour period. Supply of LPG cylinders would continue as usual.

The cabinet decided to close down cinema halls, swimming pools, clubs, gyms, amusement parks and sports stadiums during the lockdown period. “The Director-General of Police has been instructed to strictly implement the lockdown following the Covid guidelines,” the official release said.

What’s not allowed?

  • No vehicles will be allowed to be used by persons for taking parcels/takeaway.

  • All social/political/sports/entertainment/academic/cultural/religious functions/ other gatherings and large congregations will be prohibited.
  • All religious places/places of worship shall be closed for public.

7-day total lockdown in Nagaland from May 14, till May 21

The Nagaland government on Tuesday decided to clamp total lockdown in the state for seven days from May 14 amid the surge in Covid-19 cases. State government spokesperson on Covid-19 and minister Neiba Kronu said that the High Powered Committee (HPC) on Covid-19 decided to impose a state-wide total lockdown for one week starting from 6pm on May 14 till May 21.

The decision was taken during the HPC meeting held under the chairmanship of chief minister Neiphiu Rio on Tuesday, he said. The HPC decided that the week-long total lockdown will be enforced with a view to break the chain of Covid-19 transmission, said Kronu.

Assam lockdown: Assam had announced “stricter” COVID curbs in the state between 2 p.m. to 5 a.m. from May 13 till further orders

The Assam government on Wednesday ordered to shut all offices, religious places and weekly markets for 15 days in urban and semi-urban areas of the state, besides banning the movement of people from 2 p.m. to 5 a.m. in the wake of the rising COVID-19 cases.

Issuing a new set of guidelines for the urban and semi-urban places in the periphery of 5 km of municipal areas, Chief Secretary Jishnu Barua said all standalone shops and commercial establishments shall shut down at 1 pm on all days.

The newly-formed Himanta Biswa Sarma government in Assam has announced that more restrictions and containment measures would be put in place from May 13 (Thursday) to curb the COVID-19 outbreak in the state. The details of the restrictions would be announced today.

Amid rising Covid-19 cases, all shops, commercial establishments and offices were ordered to shut down at 2 pm while restaurants, dhabas were permitted to allow dine-in guest up to 2 pm. Takeaway and home delivery permitted till 6 pm after which only home delivery services were allowed.

CM Sarma announced that if the COVID restrictions are extended for more than a fortnight, his government would approve a financial package for the weaker sections.

Without wasting any time, the Sonowal Cabinet on Tuesday discussed the COVID situation in the state. Following his swearing in, Sarma had said controlling the “alarming” coronavirus situation will be his first priority.

“Complete lockdown is an option, but we are going gradually in a phased manner. We hope these measures will work in the next two-three days,” he said at a press conference here.

The announcement come hours after the state cabinet ministers, in a meeting, opined to extend lockdown-like restrictions for further two weeks in the state, from May 16 to May 31.

Under the extended lockdown, the curbs which were placed earlier will remain in place across the state as recommended by the state task force.

Jharkhand extends lockdown till May 27, tightens curbs, makes 7-day quarantine mandatory for people visiting state

The state government on Wednesday extended the lockdown, named as Swasthya Surakasha Saptah (Health Protection Week), till 6 am on May 27 with a few more restrictions in a bid to contain the spread of coronavirus in the state, officials said.

Inter and intrastate bus services have been prohibited, while an e-pass will now on be issued for movement of private vehicles, officials said. Besides, marriage functions will be permitted to be held only at homes or courts with a participation of maximum 11 people. Earlier, the upper limit for the same was 50 persons.

The new restrictions will come into effect from 6am on May 16, along with all the existing restrictions, officials said.

The decisions were taken at the state disaster management authority (SDMA) meeting on Wednesday, chaired by chief minister Hemant Soren.

It has also been mandatory for people coming from outside the state to stay in seven-day home or institutional quarantine. However, the norm will not be applicable for people exiting the state within 72 hours, as per the government press communiqué.

It further states that social distancing norms will be strictly followed in markets including rural markets.

The chief minister had already hinted for tougher restrictions in a bid to check the spread of the virus in the state, as the disease is now spreading in rural Jharkhand.

Even though the Covid-19 cases have been declining for past couple of days in the state, death rate has emerged a major concern for the government. The state has lost 2,370 lives due to the coronavirus disease since the lockdown has come into effect since April 22, while as many as 1,54,601 Covid-19 cases were registered during the period.

The government had first imposed the Swasthya Saptah Week from 6 am of April 22 to 6am of April 29. The lockdown got second extension from 6am of April 29 to 6am of May 6 and third extension from 6am on May 6 to 6am of May 13.

Maharashtra extends restrictions till 1 June, RT-PCR negative report required for entering state

Maharashtra govt extends lockdown-like restrictions till 7 am on 1 June, according to an official order shared by the Chief Minister’s Office.

As per the order, those entering the state via any mode of transport will have to produce a RT-PCR negative test report from up to 48 hours before arrival in state. The same rule apply for cargo carries, which can have a maximum of two occupants (driver+ cleaner or helper). The test reports for persons in cargo carriers will remain valid for seven days.

Karnataka Lockdown: State Relaxes Rules For Daily Workers.

This fresh order from Karnataka government will come into effect on the condition that not more than 40 workers will be deployed at any location and they need to follow Covid-appropriate behaviour at the workplace.

The Karnataka government on Wednesday further revised the lockdown guidelines and eased it for the daily workers. Issuing an order, the state government allowed works under MNREGA to continue in the state during the lockdown. This fresh order will come into effect on the condition that not more than 40 workers will be deployed at any location and they need to follow Covid-appropriate behaviour at the workplace.

Earlier this week, the BS Yediyuarappa-led Karnataka government had revised lockdown guidelines, according to which private vehicles were not allowed to ply on the roads except in cases of a medical emergency or to visit hospitals. The guidelines were revised to stop people from getting onto the roads amid second wave of COVID-19 pandemic.

For the betterment of the poor, labourers and migrant workers, the Karnataka government announced free meals thrice a day at the ‘Indira Canteens’ across the state till May 24 during the lockdown period.

According to the new rules, E-pass registration, which was mandatory for inter-state and international passengers, is now mandatory for inter-district passengers as well from May 17.

Grocery, vegetable, meat and other shops, which were allowed to operate till noon, can now function from 6 am to 10 am only. 50 per cent occupancy will continue to be in force in these shops.

Pavement shops selling perishable goods such as fruits, vegetables, flowers, which were allowed to function till noon, are now prohibited. Similarly, tea shops are also not allowed to operate.

E-commerce services will be permitted to operate from 2 pm till 6 pm.

ATMs, petrol pumps, pharmacy, and other natural medicine stores will function as usual.

The full lockdown on Sundays and the night curfew will continue to be in force.

The government has requested the public not to venture out unnecessarily and follow the safety precautions and extend their full co-operation to break the Covid-19 chain.

Total lockdown in West Bengal till May 30

Amid the surging Covid-19 cases, the West Bengal government on Saturday announced a complete lockdown across the state from 6 am on May 16 to 6 pm on May 30.

This time, the West Bengal government has announced additional restrictions in view of the surge in Covid cases in the state. It also imposed a night curfew, which will be observed every night from 9 pm to 5 am, beginning Sunday night.

West Bengal chief secretary on Saturday announced additional restrictions in view of surge in Covid cases in the state starting from May 16 till May 30.

“We are taking some strict measures to contain the pandemic, starting Sunday 6 am till 6 pm of May 30,” Chief Secretary Alapan Bandyopadhyay said.

Some of the highlights of the restrictions announced so far are:

What is open:

  • Bazaars, markets, shops selling vegetables, fruits, milk, bread to only remain open from 7-10am.
  • Sweets shops to remain open between 10am to 5pm.
  • Banks will be functional from 10am to 2pm.
  • Marriage functions allowed with only 50 people.
  • Funeral to be allowed with maximum 20 people.
  • Tea gardens have been kept outside the purview of the restrictions but with only 50% workforce.

What is closed:

  • All private offices, schools, colleges will remain closed.
  • Local trains, metro services, inter state bus/train services, inland waterways to remain closed.
  • All political, cultural and religious assemblies banned.
  • All industries apart from essential commodities and Covid related products will be restricted.
  • Intra-state goods trucks movement restricted except for essential supplies.
  • Private cars, taxis, auto movement to be restricted unless travelling to and from hospitals, diagnostic centres etc.
  • All outdoor activities between 9pm to 5am including movement of public will be prohibited apart from essential services.
