We can't block phone using imei? Ceir service is not available in my area

As far as finding the phone is concerned, just assume it's a lost cause.

even switch off should need authentication -might give sometime to owner
Google find device -> lock with a personal message.
You can even format complete data on phone using Google find device

My friend lost a brand new iPhone 14 while boarding a bus but nothing can be done once its stolen. It was in malad, Mumbai where incidents of phone theft are pretty common. I was even warned once by a bus conductor to stay away from some boys which were renowned pickpocketers over there.

If you are in Tamil Nadu, you can try lodging an FIR with clear instructions to activate IMEI tracking to identify the user once another SIM is inserted. Most likely police will not do anything unless you have some relatives in their deptt or it's a high profile criminal case.
But you can keep sending them reminders every month seeking confirmation of activation of IMEI tracking. Keep senior officials in copy while emailing. There's a remote possibility of them acting on persistent follow up. Of course it remains unimaginable here in the North

Not to give you false hope, but my cousin got his phone back after 8-10 months with the help of Police. It was stolen from a bus in a tier-3 place in West Bengal.
They actually busted a racket and recovered 1000s of phones that time. He didn't have to do much other than filing a FIR and some visits to the local police station for status enquiry.

These stolen phones are pretty much useless with lock protection ON (Face/Fingerprint/Pin/Password/Pattern). Its possible to get rid of lock screen security w/ Bootloader unlock + custom recovery but if the device is intact (Locked bootloader + USB Debugging OFF) there's no way for the robbers to make the phones work (w/o replacing motherboards). Even the deep flash cable method isn't working with newer redmi phones AFAIK
