Minimum recharge for porting out of BSNL?

Gents,

I need to port out my mum's BSNL no. to other operator but upon sending the message to 1900 Rs. 1.20 was deducted from main balance but in reply I got this: UPC cannot be generated as there are subsisting contractual obligations with your service provider. 


Her no. is on 397 plan which is expiring on 26/09/22. I'm guessing BSNL enforces some minimum recharge policy for sending of port messages, so kindly let me know which plan that would be. I'm from Kolkata circle.

BSNL is not allowing users to PORTING In certain Prepaid Plan Recharges!


Even, A week ago I was trying to SEND Porting SMS from my BSNL (PV141- Unltd Plan) they said to again Recharge with TT and then also tried but SMS Failed!


So, In Return I have mailed to Higher BSNL Authority regarding their Violation of TRAI Guidelines, TRAI  states that users can port out on any SMS including Unlimited Plan.


I am unsure and surprised at which Prepaid Plan they are allowing users to PORT OUT!

First Recharge Rs.87 and recharge another top-up of Rs.10 and send Port SMS, it will be success for SURE smiley

Are you being serious here? That emoji at the end and SURE in caps is confusing me.

PS: I messaged BSNL on twitter and they asked for the concerned number which I sent to them via DM. It's been almost 24 hours, they haven't responded yet. I had no idea their policies were even worse than their network.
