Mobile Recharge FRC ( solution needed ! )

I bought a VI SIM Card from a retail shop . since I was unable to contact that retailer at night after coming to home . and for some reason I urgently need that SIM to be activated .
I did a FRC recharge through mobikwik 
. Though number activated and I able to use but problem is I had paid retailer 297 recharge . when I today ask the retailer to make a package recharge ,he is saying he already have entered FRC amount with the SIM activation , nothing can be done now. also he tried to do 297 recharge but it denied . he claims FRC is the main benefit he is getting , without doing FRC from him , he get no benefit for sim activation .
I had no idea how retailer benefits comes from FRC part only. I thought it’s same like other denominations recharge amount. that First recharge amount only done after sim activation . but retailer is saying different, FRC amount already fed during activation.
anyone doing retail mobile recharges can suggest something ?
so , nothing can be done now ? any suggestion ? can vodafone-idea(VI) customer care can help ?

Their is only maximum Rs. 50 commission in frc for Rs. 250. Through that Rs. 50 in retailer mouth and him refund the balance. He is looting.
He is just make u fool by saying that frc was feed at the time applying for sim. Frc can be done only after the sim activation.

Whatever he was supposed to get with that FCR should be 40-50 max.
Pay him that and get back rest of amount.
These retailers sell sim only without plan for max rs 50.
Oh I see . I did not know that
you did the FRC elsewhere, so the sim sold won’t be counted under my account – he said .
so I thought it would be a loss for him , so I did not ask for refund but asked him to contact the company if anything can be done .

Take another new sim or port any number to vi and tell him to do this frc recharge, also try to Complaint to appellate authority against this retailer

but earlier he was not giving any suggestions from his side. he kept on repeating that nothing can be done now.
