Not possible. Unless some malware was downloaded to mobile or transaction done manually I think. 

Won't happen with out her consent 

Contact the bank / cc issuer, they will confirm that your sister is lying (She entered card details [cc/dc] and completed a valid transaction)

Complete card details entered and also may be she entered OTP as well (international txn doesn't require)

It is trite that female gives consent and then say that whatever happened was without their consent. In other words, don't get swayed away in emotions, she is telling a lie. 

Sad to see dimers ganging up and mocking OP and another even going as far as misogynistic stuff , except one dimer Urmila said something helpful.

I've personally seen this fraud , money deducted without pin OTP and it was covered in news/youtube article. It mostly happens when a malware app is downloaded either by mistake or coming in a bundle without the user's knowledge.

Such an app was downloaded on my dad's app twice - once by an office attented when he left the phone behind at work and another when he downloaded a game/link through app ads. He's older gen and is not aware of such tech frauds so I've to keep an eye on his phone and strictly download only from verified website and playstore and never download anything that a hacker pretending to be gov/company officer would tell in phone call.
