Check power adaptor output, whether it provides exact output.
Charge your laptop over night and try it on next day (unused laptop or weaken battery may gives you trouble)
Else its a fault internally with charging circuit.

Remove battery, plug the charger and try to on it.
My dell laptop doesn’t work with battery, works directly
