Need help/information in Amazon balance fraud

In my friend and family circle, in last 2 weeks, 2 accounts got hacked which has amazon balance in the account.
First my friend told me that his amazon account got hacked. Hacker changed amazon account email id and placed the order for GC.
On 12th Sept, Amazon balance in my brother-in-law’s account was used in Big Bazaar giftcard. He was having Rs 2200 in Amazon balance. The account was prime and we share account for prime video. He didn’t ask me thinking I placed those orders using Amazon balance.
Complaint was raised on 21st Sept, 2019. Yet to get any update from Amazon.
Not sure whether Amazon will refund the amount or not since balance was used on 12th Sept. 
I could not understand how so many Amazon accounts are being hacked?

Amazon is now not just eCommerce it’s now a wallet service provider so by default for security Amazon should enable 2FA like Paytm.
Hacker access amazon account very simply. Am attach a proof 
Luckily, Amazon refunded the amount.
But how 20-25 year old company is having such security breaches.?
Amazon will surely refund in those cases. So this happened on 12th September and you contacted Amazon on 21st September. Why there is so much delay contacting to Amazon customer care?
