None of the companies officially give any loot offers from own premises.
But retailers are often roped in, via the city's/ zone's managers.

One needs to find such retailers though.
The smart retailers (proper shopkeepers) even extract the following offers from the respective Area Sales Managers of the telecom companies.
बैलेंस ना होने पर भी पोर्ट हो जाएगी ये ऑफर हर बुधवार और शनिवार के लिए है ।
VI (Vodafone-Idea) में पोर्ट करवाने पर।
This means that even a dormant SIM without any active plan too is recharged (on the house) by the ASM of respective operator.
All this is done by merely visiting the retailer/shopkeeper only.
Currently, the card rate from such retailers for a 56day plan for MNP in Jio is between ₹120 to ₹149.
The 28 days pack is literally free in all MNP requests. (BSNL charges a little, as theirs is the 45 day pack).
Jio isn't giving any offers to the Jio mini store franchisee. So avoid those.
