Need help regarding passport application form filling

Hi dimers,
I was applying for passport for a relative and can’t figure out what to fill in the state and district (RPO selection)(see image for reference)
Either I have to fill the details of the place where the relative resides or where we have to go for passport verification(PSK)
Like in this case he live in Agar Malwa , Madhya Pradesh & the PSK they want to visit for verification is Bhopal MP
So what should I fill in RPO selection ?

With the launch of this new scheme, applicants can now choose the Regional Passport Office (RPO) and thus the desired Passport Seva Kendra (PSK)/ Post Office Passport Seva Kendra (POPSK) under the RPO where they wish to submit their application irrespective of whether the present residential address specified in the application form lies within the jurisdiction of the selected RPO or not. The Police Verification, if required for a specific passport, would be conducted at the address specified in the application form. The passport will be printed and despatched by the RPO selected for application submission by the applicant.
For example, a resident of Jaipur, who is temporarily residing in Kolkata, will now be able to apply at a PSK/POPSK under RPO, Kolkata, and does not have to travel all the way back to Jaipur to submit an application for passport at a PSK/POPSK under RPO, Jaipur. The police verification, if necessary, would be conducted at Jaipur. RPO, Kolkata, would print and despatch the passport at the address specified in the passport application form.
I think under the circumstances you have to fill the name of PSK where you shall be submitting the application, since it is going to be processed there and availability of timing etc shall be determined. Option of filling the residential address – present and permanent will come later. Only problem I see is that, police verification time will increase as physical documents are handed over by the Passport authorities to the local police station for verification at place of residence. Your presence at the time police verification is must, unless you bribe the officials
Okay then its good to fill the details same as PSK don’t know regional PO will take how long to process the passport, I guess it will be processed timely by PSK
And as such no restrictions on choosing RPO I think, according to the above document shared by @guest_999
