If you ask for suggestion. Get a debian Linux OS on any old hardware you can get your hands on and set up LAMP on it.
If you want something online, thats a total separate discussion though.

Raspberry Pi is not a server, technically it is a single board computer.

What's the model he is using? Has he ever faced any serviceability issues?

Just he had told he runs streaming server and pihole .
Also I have a very old WDMyBooklive NAS which is obsolete right now, but I still use it for streaming (via twonky)/ PyLoad download Management and whatever simple linux based utility I find the need for. Its not all reliable thing to use.. just serves my purpose. Lastly not to mention works as a network based timemachine backup for 2 macs.

I had already disabled most services to keep this slim long ago though. Good little debian box.
Go for refurbished dell/hp/Lenovo server. Stay away from the Solaris/oracle servers.
OR
Build an assembled PC with good specs as per your requirement and use as a server.
Go the cloud way instead of this approach!

Opt for AWS cloud for software and databases, this will avoid any physical or hardware and maintenance cost to you and you'll pay for the services that you use.

I don't think free offerings will help the OP, as in Free Tier, you get very low specs which is not useful for the production usage. + Creating new accounts and keep migrating the data every year is an additional hassle.
In house Servers are equally reliable, people used to maintain and still maintaining and using it. 😉
At the end everything is about the money only, that's why we are here on this forum 😄
