I used to recommend Moto till it was owned by Google. After it got acquired by Lenovo, I have stopped. Same goes for every Chinese manufacturer. Their upgrade / update support is pathetic.
Samsung F23 or M33 (both in 6/128GB configuration) are the most value-for-money in your budget. You'll get 2 OS upgrades for sure and at least 3 years of security updates.
