need suggestions- refund not received since 26 days

I made a payment on zepto via axis rupay credit card UPI. The order got cancelled, they initiated refund that day only 4th November. Razor pay also sent email that refund is initiated. But till date i haven't received my refund. Axis Bank cancelling my dispute raised for that transaction every time saying transaction was successful.
What can I do with this? Should I lodge complaint to RBI? Raised issue at NPCI also, but they haven't sent any acknowledgement so not hoping any resolution with them. Need suggestions.

RBI cannot directly be approached yet, unless the nodal office, grievance officers of the concerned institutions have been approached but failed to respond or redress.
If that stage is past, then yes the ombudsman can be approached.
Else one has to go with the Centralised Public Grievance Redress and Monitoring System. (CPGRAMS is different than RBI ombudsman, so.. both can be independently approached.)

Raise a complaint with the RBI. There is a rule stating that if you do not receive your refund within 7 days, the bank will be penalized and must pay you ₹100 per day until you get your refund. Collect all evidence such as emails, screenshots, and call logs, and submit this documentation to the RBI Ombudsman.
