New PAN Card returned undelivered - how can I get it?

My new PAN Card has returned undelivered.
I have sent several emails and reminders to [email protected] but got no response. Those idiots keep responding back saying my pan was sent by india post on so and so date with tracking. It has already been returned back to NSDL.
I’ve even raised a complaint on following url since two weeks but no response from them either:

Can I raise it somewhere else to get it?

Yes generally it takes 2-3 days only.if its taking too long then it might be some error in your attached document.
They aren’t sending my PAN Card again as confirmed by customer care executive over phone. They are now asking me to apply for a Reprint/Correction of PAN which is chargeable.
Can anyone help raise complaint or with some legal process? I’m fed up of writing to these bastards. I’m ready to initiate a legal process if someone can help; never done before.

file a complaint against IPS it will generate a complaint number
Now again goto https://pgportal....in file a complaint with Department Of Tax and inside that description mention the previously generated complaint number as reference for non delivery & then explain the matter wrt IT Dep demanding charges etc here.

Ppl get tired and loose hope but those sarkari ppl don’t even have the courtesy to initiate any kind help to the needy. All they know is how to buzz off the ppl from them.
Even I have faced similar situation when went to update my Aadhar details. Firstly, they said no correction done here. Then after few more conversations, they said correction form is over come back later after 25th Dec.
Raised issue with UID,IT dept on Twitter but no response since from both.

@goldigger you should have got a e-pan in your mail. You can use that
Yes, I did get that and can use it where only a photo copy is required.
But sometimes, you also need a physical card for authenticity.
Also, NSDL has charged for Physical Card plus Delivery, so they are accountable.
