Yep. It’s been there from quite some time.
I changed address for 2 of my family member’s that way.
It send OTP on verifier’s phone for permission to use address. But very straight forward process.

This service had been there from a long time..
Address verifier may/may_not be involved in this process at that time (when I read about it 1st).. But Request for address validation letter with code was there..
