Passport name change

Now, his adhar, PAN and all other documents have First Last name and want to get passport updated to same.
Now my question is -
1. Will it be like a full application to get new passport and full fee.
2. Will they accept adhar PAN now or they will still go according to 10th certificate.
3. If we dont get it updated, will there be issues when travelling internationally.
4. What name should we book the flight ticket with?

2 months ago i also had to update the name as it was incorrectly spelt in passport.
You need to have 2 ids (can be aadhaar card, pan card) with the correct name and publish an ad in newspaper (1 local and 1 national).
1. Yes, you need to pay full fee for reissue.
2. In my case, they had accepted pan + aadhaar for name verification
3. no idea. please check with someone.
4. not sure. For international flights, its better to put the name as in passport.
I think you gotta go for re-issue and as I can see his other documents should work out but there are other requirements like publishing in newspaper find all out below (if he's not a govt. Employees)
While travelling internationally your passport is everything so it's better to use that name only

The airline or the visa issuing country do not need the Indian traveller's social security number/ UIDAI number.
Thus, details have to compulsorily match those on the passport.
No problems with international travel usually, so long as booked with the same name as on the passport.
Well, you can't book an international flight without a passport number and since your father wants to change the name on the passport, you can't use the existing passport number for booking. So, flight booking has to be put on hold for a while until the new passport (with a new Passport number) is issued.
You'll have to apply for a Re-issue of passport and select the option "Change in the name". I think nowadays, Aadhar details are fetched and shouldn't be an issue but you should keep your parents' Marriage certificate handy in case they ask for matriculation certificates. Apart from this, you should prepare 1 Identify Proof such as PAN Card and 1 address proof. Aadhar is also considered ID proof. Your mother's passport should suffice for address proof.

Also, your father needs to publish a Name Change declaration (both, in regional and national newspapers).
I'd suggest you the following:
1) Keep your father's Aadhar updated before applying.
2) Don't go through an agent. He/she'll extract a lot of money and will keep delaying the process by coming up with excuses. Do it on your own and fill in the details online. It shouldn't be an issue.
3) Before applying, visit any nearest Passport Sewa Kendra and verify all the details so that you know exactly what needs to be done.
Everything will be cross-checked with the name on the passport, so get the name changed first. Only then book everything else.

If you're saying your passport has First Name = First Name + Middle Name ,Then it's pretty standard in Indian passports.
Too much hassle. As there are ID's for domestic use, and won't be using passport for domestic purposes. Renew the passport as it is and use that name during international travels.

Full name is Raj Kumar Singh. Name on passport - Raj Kumar, Name on adhar and PAN - Raj Singh. name on DL is Raj Kumar Singh. Does that warrant a name change or can he travel with existing passport

Renewal has time but the travel is coming up, when you say use the same name for international travel, do they not need any second id proof for visa or at airport?
