‰ (thousand percent) possibility of reactivation, unless the last bill/ recharge was like 7-8 years back.
BANL often does not release the number (open it up for re-sellibg to other customers) for 2-3 years too.
1503 would continue to see the legacy details of the last customer, but local/physical office might check and tell that
yeah the previous contract/connection has been terminated.
In this case, depending on whether BSNL has added it back to the pool/basket of available numbers or not.. one can get the same number by filling a new CAF/ customer acquisition form.
If the number is released back to the common pool.. then the local BSNL office can reissued to anyone/you.. without anything special to be done.
If the previous connection is terminated, but the number is not released for reissuing/selling.. then they have their typical red-tape.
Anyone, not necessarily the same person as the previous owners, can request (possibly in writing) that I want my family number/ my number reissued to me.
They then internally send some mails, seek approvals for re-allotment of the number.
Once they get the NoC, the local office can then issue the number to you.
(After asking the 'you' to come with the original adhaar card, photo ID or such things.)

Try applying for a new sim and ask shop keeper for number selection and see if your number is available to re purchase
