[Query] Bsnl mnp / port out sms

Has anyone found any workaround/trick/solution to send port sms from bsnl using main balance or using some low value recharge ?
- As bsnl made it mandatory to have rs. 147 or more pack active to send sms to short codes including 1900 effective from 16.8.2021

BSNL always sucks
Even before 16.08.2021, I was unable to send PORT sms. Normal P2P sms was working fine.

Min. recharge plan is 147 to send PORT sms.
