Query regarding train travel next week

so looking at so many passenger trains also being cancelled for the period between yesterday and tomorrow (September 24, 25, 26);

what might be the scene like for someone intending to travel a week from now?

Will the October 1, 2020 protest (if it happens) affect cargo trains only or impact passenger movement too?

should someone (economically weak) in need of funds, themselves cancel the tickets and would they get complete refunds if doing so?

Or sit it out and wait for railways to do so on its own?

[whatever be the reasons, need (even legitimate) but it is going to be a double whammy for those who aren’t well off or those who were in urgent need of safe travel (by surface).
