Personally using this from past few years , working perfectly,
After Making Public Library card , install Libby App , and Log In through Your Card details
There's a option to choose wheather you want to read this book which you just borrowed in Libby itself or Kindle , You Can select Kindle
Then it will redirect you to Amazon.com page , sign in through your Amazon/Kindle account and you will see the option Get Library book , Click on it
Open Your Kindle App and you can see it in your bookshelf...

Better to sideload books by sending to Kindle email id.. many books are avl on internet especially zlibrary..

Kindle reader app or the physical devices do allow reading content from non Amazon sources too, for free.
Having the correct file format to load the content in Kindke, is what I prefer though.
