Often see people complaining about fraud they faced by online shopping and Consumer Court takes long time on decision for resolution! Here sharing my 2 cent to help recover faster-
First Level What you do normally by reaching company mail or phone number to raise complaint.
Second Level Message them on social media, twitter works fast. No brand would like its image to be damaged!
Third Level Send last sincere message to its founder on #linkedin with concern for resolution.
Nothing worked out? Report to consumer court and create post on social media again by tagging Ministry of Consumer Affair as that brand is ready to get damaged.
Op Is Asking For Filing Formal Complaint Not Social Media Tagging Stuff.
He Needs All Detailed Steps To File A Case.
And @Sunasuna Can You Share What Happened And With Which Brand, That Will Help Dimers To Provide More Accurate Solution Before Your Friend Would Require To File A Case.
Let me do some research.
I too need to file a a case in consumer court against IRCTC for not refunding 2×995 for “failed transactions” since March. Only the taxes 2×20.56 were credited to my account. Tens of emails to IRCTC, tagging Atom Tech ( their payment gateway provider) , Rail Ministry, SBI and Piyush Goyal himself yielded zilch. SBI was particularly pathetic in customer service. Even local branch was unhelpful. Hard to believe they didn’t know about Refund RR nos.
This country is filled with leeches like that under government .

@Sunasuna Why do you want to file a complaint against Flipkart? Or what grounds?
How did they cheat your friend?
They are refunding the money. Are they not? If they are, then what is the problem?
See bro, thir issue is of my friend, he had placed order for Bluetooth speaker who rate is around Rs.6000 plus and the deal price was mention as 1999/- my friend placed the order and seller shipped the product and later changed entire product description along with Bluetooth speaker model number, after contacting Flipkart regarding this Flipkart first assured him that he will get replacement as this was sellers mistake, then they changed there statement saying compensation will be provided, and everyday my friend got different different ans on call, finally after 80 days Flipkart send mail saying replacement is not possible as it was description error nor compensation will be provided. Only he can return the product to get refund. After such attitude of Flipkart my friend wants to file case against Flipkart and seller, as per my friend seller could have cancel the order if it was description error.
