Go to device care – click memory – Run Now.
once its done close all open apps (if any) and restart your phone.

It seems to be some different issue as shouldn’t be faced in safe mode if any app was the culprit. Some are facing it even after factory-reset.

Service center is the only way then
A hard reset might not help you but a firmware downgrade can do (Which the samsung guys can do if they want to). Last option is camera module replacement (which is the first preference for brand service center because its the easiest one_
