Sbi Card Outstanding

I have Sbi Card and having only Rs. 10 Outstanding in card. But in statement I was charged Yearly Fees with Gst Total Rs. 580 and these were reversed after the statement was generated.

Now I have question, should I have to pay the minimum amount to avoid any type of charges or not.
