Gloabl VISA or mastercard debit can be used for international transactions.
I tried to use Rupay Global debit on some international websites but it didn't work.

Most International websites required recurring payment that's why RuPay card is not working on many International websites.

Global Card Works International Either Physical Shopping (Or) Online Shopping In Other Currencies , For Online Shopping 99% Cases It Requires Otp Verified By 3d Secure Visa/Mastercard To Complete The Transaction...
National Card Works Only In India Physical/Online.
Each Card Variant Has Specific Daily Online Spend Limit/Atm Withdrawal Limit... Check-out Ur Requirement In Sbi Website.
