Site rees52 isn't processing order, nor getting refund

I had ordered a b6ac charger from rees52 site. Payment was done through payumoney and this was on 22 April.
Till date product isn’t shipped, nor the seller responds to mail/sms/call.
Tried to inform payumoney via Twitter and their chatbot,
No response to tweets and chatbot says contact seller because tx is successful.
Payment was done via amex card.
What are my options now?

Will amex accept it?
You can’t initiate charge back till the statement comes out and you have already paid the disputed amount. Also, where is the company (of site) located? If it’s located in some area where there is a complete lockdown, you may need to wait longer.

I dont mind waiting. But they are bunch of frauds as per Google encyclopedia
Have bought electronic products from at least 7 websites, got all without issues.
This is a seller on Amazon too.. So ordered.

Someone on whatsapp confirms they will send the order, and working with limited staff.
But they weren’t responding at all.
Ill wait for a week before charge back.

At last they managed to deliver the product, but a customer returned product with no manual or outer box. Even one of the switch fell inside. But i don’t want anymore headaches
Did inform them about charge back and they sent the product after that.
