My wife has cibil score of 1..no loans no cc nothing..how to start so that she gets a decent cibil score?

Get a FD backed card, regularly spend, pay in time and wait 6 months...
Later try for new unsecured cards after 9 months and surrender FD one in a year...
BTW, where did you find cibil score of 1?
