believe it or not, these are really reliable and depending on eventual volumes and the type of account, Fedex is not that prohibitive.
IPS has a dedicated wing to cater to digital segment. like even the people within Amazon did not mind sending (transit) insured parcels to inland interior places, using IPS.
but IPS does suffer the same unfortunste sabotage issues from the governments as most other PSUs and thus lags in some aspects.
both (India Post, FedEx) these carriers have Intl. linkages too.
or, for starters you could rely on small or medium frieght forwarders or C&F agencies.
the rock bottom would obviously be SSN Logistics Private Limited (Delhivery) for domestic and Aramex for Intl.
[Delhivery has tough competition from DHL’s domestic ops. for the bottom place]
