I have tried parental controls but all it does is blur which can be unblurred by a tap.
SO please suggest me an app or a trick to block all the adult content in android app.

Elderly people and children need to be kept away from android OR ANY OTHER devices!
If they are inquisitive or if some untoward links or advertisements pop up, then often it can lead to situations.
Obviously I am assuming that you are not asking for self, as in public places or in offices.. one would (you would) be cautious not to _____.
The apps or mechanisms which rely on blocking the base IP addresses of objectionable content .. often get bypassed as those content hosting places have mirrors, proxies or dynamically change the IP.
ML/AI based tools too have their limitations.

looks good for argument , but devices are part of our life and it will come into kids life this way or another ... bet it to watch educational videos or learn about things , access should be timely controlled and usage should be strictly monitored with all kind of filters to avoid bad contact .

Get ANY "non cheap android mobile" that is "not flooded" in the market and also try to stay away from cheap android Chinese ones
then your have less chance of advt spams embedded in OS as bloat ware (bloat ware causes adult content popup at the unexpected time)
