Same. You will get 1% cb using icici amazon cc on any website other than amazon.

Damn. So many cards. I am guessing Amazon doesn't let you pay that high a bill else Amazon Pay GV via HDFC ML would have got you ₹1000 off. If CRED let's you use Amazon ICICI then go for that over the Electricity Board's website. CRED will also give you some guaranteed cashback.

Amazon not even allowing me to pay that high bill with Cc too otherwise I would have got Flat 2%.

Assuming Amazon Pay doesn't work for that high a bill I think Axis Flipkart will be best at 1.5% CB for ₹345 on ₹23k. ICICI's and Citi's points structure as poor. So those are definitely out of scope. I haven't researched Amex's rewards structure well enough. HDFC is best for Amazon Pay Gyftr vouchers via SmartBuy but Amazon may not work for ₹23k payment

This might be too late but this month SBI is giving flat ₹250 CB (after 90 days) on utility spends of ₹5000 or more.  Also, Axis Flipkart gives 1.5% back as per it's T&C. That would be marginally better than Amazon ICICI.

I think recently Flipkart Axis card excludes Utilities category for cashback.

Yes, you will get 1% though not tested on payzapp myself. Apay cc gives 1% even on wallet loads.
