Suggestion for secondary sim

I need only for incoming calls and SMS (Gujarat circle). Which operator will be suitable?
1) BSNL
2) JIO. I heard JIO users are receiving SMS and Calls without recharge. Can anyone confirm this?

Go for BSNL. Jio only gives you incoming for only about a month without recharge
Yes for 2nd point. I haven’t recharged my jio sim from last 6 months and still receive otp messages and some junk calls!
But we have to keep internet on from jio sim. So cannot be used as secondary sim
suggestion for secondary sim – dont’ get a secondary sim …phone manufactures should bring back single sim devices 
number is already given in many places… so can’t close it. Also there is no point of having UL plan for both sims.
BSNL. 365 for 365 days or check your bsnl region for better offers (BSNL does sometimes send promotional schemes with 1 yr validity at just around Rs.145). However if you can.. update everywhere with a single number.. let go of that number.
BSNL’s 74 / 75 for 90 days is also a good plan to keep sim active

jio does not provide such service without recharge neither any operator provides the same
