This is absolute loot for Railways. 60₹ for cancelling TQWL tickets which even they know that it wouldn't get confirmed.
After chart preparation (4-5hrs before departure) TQWL might get confirmed. If it gets confirmed then one cannot cancel & no refund is applicable. Confirmation message comes in SMS first and may not be seen at IRCTC app/website immediately.
So decide to keep or cancel accordingly.

Thing is without that ₹60 charge in WL/RAC/TQWL, everyone would book 2-3 tickets in alternate trains even when they know it's gonna not confirm as they would get full refund anyway that's why they take it
Now its true in reality tatkal tickets r gone in 1min and before u know it, u r in TQWL list and ur ₹60 gone with ur travel plan

You can opt not to generate tickets , , so ticket won't get allocated if berths is not confirmed amount 60 rupes will be saved.
Amount will get deducted and refund will be as per t&c

Maybe multiple passenger on same ticket. As identity of only person to be verified if bought online.
But offline purchased ticket doesn't require identity verification by TTE so here also scope for touts
