Transaction Was Failed And Money Debited,Refund Not Issued.

Hey folks,

Did a transaction on 11 sep through One Card On DTC Delhi Website (https://dtcpass.delhi.g...n/) payment gateway was sbiepay, during payment the transaction was failed by saying double response not allowed something like that, but money deducted, after raising issue with SBIepay they asked me to get 13 digits ARTN number, but when asked from one card they gave me all details but not that 13 digits number although received 12 digit ARN number from One Card unable to track transaction with that number, Now As merchant is under delhi government they are not responding through mail,call etc. And One Card is asking the mail from merchant that they are not received with the mentioned amount, also SBI is not able to track Transaction.

Kindly give suggestions what should I do.
